The purpose of this project was to aid the City of Gardner in anticipation of their National Pollution Discharge Elimination System (NPDES) renewal process by providing a comprehensive water quality analysis of the facility and its receiving water body, the Otter River. Water quality parameters were evaluated in order to determine requirements for advanced treatment options. Design alternatives for a biological nutrient removal process were explored, and a Modified Ludzack-Ettinger retrofit was recommended as the most practical solution.
