Coalitions provide a way for modeling many types of voting bodies. In a paper entitled "Forming Stable Coalitions: The Process Matters", Steven J. Brams, Michael A. Jones, and D. Mark Kilgour suggest that the U.S. Supreme Court can be modeled by a buildup procedure. In this paper we examine their model and possible problems with it.
