Technological advancements often slowly build upon previous advancements, but at times this process is accelerated through dramatic breakthroughs. Our project is an assessment of "breakthroughs" in space technology, conducted on a panel of researchers gathered from NASA's Institute for Advanced Concepts, showing the effects of expertise on technology forecasting and resulting in a reliable assessment of future space technology. This phase of the study covers the preparation, background, and data gathering process, with a follow up study giving detailed analysis.
