This report, prepared for the Department of Natural and Environmental Resources in Puerto Rico, presents an analysis of the watershed reforestation practices that exist on the island. The analysis is based heavily on interviews with experts in watershed management and on existing watershed reforestation plans. The report assesses the physical and social problems with existing plans, and presents recommendations for a unified watershed process between different environmental organizations and private landowners involved in watershed management efforts. This unified watershed process is demonstrated in a case study of two sub-basins in the Rio Grande de Loiza Watershed in eastern Puerto Rico. The recommendations proposed to the DNER will ensure the improvement of the water quality of the island by decreasing sedimentation and pollution throughout the watersheds.
