This project aimed to help the U.S. DOE identify motivating and dissuading factors for wastewater treatment plants to achieve zero-net energy operation. To accomplish this we interviewed representatives from treatment plants and assistance programs and determined internal and external influences for the implementation of energy efficient and energy generating technologies and processes. We concluded that stakeholder communication, technical uncertainty, funding availability, and energy management affect rationale for zero-net energy efficiency and made recommendations to the DOE based on our findings.
