A fully developed analysis of current nuclear arms technology and policy issues as viewed from the vantage point of several influential nations (United States, Russia, Iran, China, North Korea, India, and Pakistan).  It culminates in a policy recommendation addressed to the U.S. Department of State promoting ethical and safe use of nuclear technology and measures to control of the spread of nuclear weapons.  The challenges created by Iran, North Korea and Pakistan get special attention due to their urgency.
