By understanding lake characteristics and subsurface sewage disposal systems it was determined that a regulation system was needed to protect the environment and the health of the population. The rules and regulations of Title 5 were viewed and the effectiveness was found by comparing the amounts of phosphorus and nitrogen that enter the lake with and without the regulations of Title 5. This allows for determination that without Title 5, Lake Quinsigamond would eutrophy at a higher rate.
