High levels of traffic congestion due to the urban sprawl effect have plagued the San Juan Metropolitan Area (SJMA). One of the most urbanized municipalities in the SJMA, besides San Juan itself, is Carolina, which has approximately 30,000 working residents commuting to San Juan every day. Approximately 90% of these commuters are private auto users who travel to San Juan using either 65th Infantry Ave (PR-3) or route PR-26. The goal of this project was to conduct a feasibility study of possible water transportation options to aid in traffic alleviation for the Carolina de San Juan area using the internal wateways of the SJMA.
