The objective of this project is to analyze the space policy issues surrounding manned, unmanned and man-tended protocols in space. Each of these terms are rigorously defined and characterized and an analytical model is developed to access the productivity of each option as they relate particularly to private enterprise initiatives that rely on space based technology as a vital component of heir operations.
