This project, prepared for the Worcester Regional Research Bureau, determines benchmarks for the business permitting process in Worcester, Massachusetts. Through interviews and examination of records, the project analyzes what occurs during the business permitting process of three similarly sized New England cities. Current measures of permitting processes center on time of completion. We examine what events occur before filing time and through approval time, and use this examination to generate additional benchmarks for business permitting processes.
